A paper-based or spreadsheet food surplus log, managed by a local volunteer or organization, covering 5-10 food sources and 1-2 distribution points over a two-week period. The operator is a designated community volunteer, with recipients limited to a single neighborhood or group.

Hypothesis: A simple, locally managed mapping and coordination workflow can increase the volume of surplus food reaching those in need compared to ad hoc or no redistribution. Measure the percentage of surplus food successfully redirected. Proposed validation: Proposed pilot target: Redirect at least 50% of logged surplus food from 5-10 sources to recipients over two weeks. Baseline: volume of surplus previously reaching recipients (if any). Measured by log entries and delivery records.
